I believe it parses whatever dir is passed as the first argument, and
if none is, then cwd.  I'm out of town now, or I'd verify that, but
the sequence you described is logical.  Should be simple to implement.

It accesses ocal remotely, via web forms (for now).  ocal_net is a
clearer name, that's trivial to implement too.

Cool.  Early on, Ted mentioned that he'd like to provide some way for
extensions to store configuration info in some way accessible to
Inkscape, and have Inkscape pass their info in at invokation time.
For now, that seems like needless complexity though, since mine is the
only extension that could use that.
