We should keep using libwnck's window action menu, if it's missing
something, then libwnck should be fixed. I've got a few patches for
libwnck that makes the menu a bit better. I'll send them to the list
shortly.

_NET_WM_CONTEXT_HELP support should also be in libwnck. hmm, I can't
find anything about _NET_WM_CONTEXT_HELP in EWMH. Should it be added?
_NET_WM_ACTION_CONTEXT_HELP should probably also be added to the
_NET_WM_ALLOWED_ACTIONS list.
