Moving to -base, as I think this is a playbin bug.

FWIW, inserting a g_usleep (G_USEC_PER_SEC/2); or so in
gst_musepackdec_sink_activate_pull() before gst_pad_start_task() makes things
work reliably here as well (but is evil of course).
