Most elements will use gst_video_blend*() indirectly via the
GstVideoOverlayComposition API where they at runtime decide whether to attach
the overlay pixels to video buffers and let downstream do the overlaying
somehow, or fall back to using gst_video_overlay_composition_blend() to put the
subs on top of raw pixel video right there and then.
