h263parser usage

Hi All,

Can any one share information regarding the use of h263parse element? I have
created a pipeline where i am capturing the RTP input from one end, decoding
it, encoding (ffenc_h263) it and sending it to other end over RTP. What I
have found that encoder "*ffenc_h263*" only works if i set the
"*interlaced*" properties to true otherwise it throws error. So i was
exploring whether h263parse would be useful in that case because i do not
want to interlace my video output.
