HAL doesn't recognize my disks

I guess this is something you should file in your distribution
bugtracker at http://bugs.gentoo.org/ since hal depends on certain
kernel features - on top of my head, the things I would check for are

 - are you using a udev recent enough (udev-037 or so)
 - do you have the device symlinks in /sys/block/hdX

and so forth. Also see this page
