[hal-info] Dell laptops control brightness in hardware

Yes, if all Dells should get moved to brightness_in_hardware=true it should 
get fixed in the related Dell file ([1]). And no, the addon make it not 
software controlled, it allow only to change the brightness via software. 

The brightness_in_hardware property doesn't say it's software controlled, it 
says: "ignore brightness key events, the brightness get changed in hardware 
directly if the user press them".
