Yes, I think of it like following:

Having a subsystem daemon for power management incuding:

 org.freedesktop.PowerManagement.*
				.PowerSupply
				.CPUFreq
				.Backlight
				.Sleep
				.WakeOnLAN (maybe better fitting to NetworkManager)

Just some thoughts.
