Well, although I don't intend to do anything about this, I can certainly
confirm that this problem exists, and allowing both possibilities depending on
the compatibilityLevel would increase interoperability with MS Word.

This is primarily a layout issue I assume.

One thing to note is that LibreOffice draws the column divider all the way down
the page. Word doesn't draw the divider line until some content exists in the
second column - but then in Word 2010 it did draw the line down the entire
page.
