AMD considered opening it's at least part of it's GL stack in the r5xx
days, but the main problem is 3rd party IP.  It would take so long to
review, clean, and fix the code, that it ends up being easier to write
a driver directly.  Additionally, the base drivers are much different,
so it would need quite a bit of work to hook it into the drm, ddx,
etc.  Not to mention, the GL stack relied on a much more featureful
base driver than the drm provided at the time.  It's a lot of work for
not much gain considering the current size of the open source Linux
market.
