It's hardly surprising.  It's a twisty maze of cc license names, all
different (but sooo similar), and thus they are encouraged to be lumped
together.  If there was a clear distinction between the free cc licenses
and the nonfree ones, that would be nice.  I always get totally confused
about it myself.

By the way, there is a new draft of the GFDL, along with a variant
license "GSFL".  (There's also a draft of GPL v3, just in case anyone is
unaware of this.)
