[Openicc] ICC Profiles in X Specification 0.4 DRAFT 3

The last discussion about the ICC Profiles in X Specification was some 
months ago. I think we should release the draft as a recommendation for 
implementation.

After a period of two weeks, DRAFT 3 will be placed as revision 0.4 
on the usual location on fd.o. It will be announced separetely here.
