[Openicc] [ANNOUNCE] ICC Profiles in X Specification 0.4

This is version 0.4 of the ICC Profiles in X Specification.

The specification describes ICC profile attachement to monitor hardware 
inside X to achieve network transparency.

Changes are:
* xrand
* clarify multi monitor atom counting
* _ICC_PROFILE_IN_X_VERSION is XA_STRING
* describe meaning of _ICC_PROFILE
