If a file is not copyrightable (eg, due to insufficiently creative),
then there is no such concept as license.

If the file is released into the public domain, the field probably
should just say 'PUBLIC DOMAIN' or, based on cc's suggested text,
'This work is free of known copyright restrictions.'

But given that (some claim that) the concept of public domain only
exists in jurisdictions which trace back to English Common Law, it
may be best to specify the creative commons' CC0.  In that case it
looks like the text should be something like:

'To the extent possible under law, the person who associated CC0 with
this work has waived all copyright and related or neighboring rights
to this work.'
