Proposed: menu-spec

I'm proposing menu-spec as a spec with this release.

Rationale:
.desktop files complying to menu-spec are now the most common way to
specify menu entries, including by GNOME and KDE, and by many external
apps. The fragmentation in this area has been astounding for some time,
and this is the single, accepted, coherent standard.

Candidate version: 0.8, but not a hard dependency

Upstream: freedesktop.org
