Should have looked at the log file a little better. 2.8 does implement
the menu-spec but gnome-panel in 2.8 (RHEL4) has problems adjusting its
menu when submenus are added or removed. Restarting gnome-panel
correctly updates the menu. (Unfortunately you lose your panel applets
when restarting gnome-panel)

Is there a graceful way to motivate gnome-panel to update its menu in
2.8?
