Are we doing 6.8.3 or not?

Sounds good to me, including the bit about me handling 6.9,
which means I'm withdrawing my previous volunteering for the 6.8.3
release manager, since I think one release at a time is my limit.
(I'll still help where I can with 6.8.3 though.)
