The MUC factory needs to be refactored to fix this:

      /* FIXME: using base_conn->self_handle causes Requested to be TRUE,
       * which is incorrect if this is a side-effect of joining a Tubes
       * channel */

The bug is:

* do not have a Text channel open to a given MUC

* request a Tubes channel to that MUC

* a Text channel, C, is automatically created

* the spec says C should have Requested=FALSE

* Gabble gives it Requested=TRUE
