If you create a Channel.Type.StreamTube.DRAFT channel but never call
OfferStreamTube on it, the tube close stanza is still sent to the contact when
a local application closes the channel.

<Robot101> that's a common pattern, tp objects which pend shouldn't say
anything when you close them... :)
<Robot101> we've had calls, MUCs, IM channels all sending nonsense to the other
end when we've never said hi in the first place I think :)

This bug is similar to Bug #18951 for IM channels.

telepathy-salut may have the same bug.
