[Xcb] when to do a new libxcb release

Let's not make the mistake of thinking everything has to happen by the
next release.  We can always do another release not long afterward if we
get other awesome things ready.

Right now, I think we ought to make sure we have a releasable state in
HEAD.  Do we?
