I thought that was strange too... Not only because of that specific clipart,
but also because of what happened to me:
1) I uploaded a clipart yesterday.
2) Very few minutes after that (5 or 10 minutes, I think), it had already
been downloaded by about 300 people or more.
3) As I noticed there was a visual problem with my clipart, I deleted it,
fixed and reuploaded (http://www.openclipart.org/detail/63841) ... and now
it has 446 downloads already.
As someone said, maybe he posted his flag somewhere and people (probably
Brazilians) started visiting OpenClipart to download it and found other
Brazilian clipart, like http://www.openclipart.org/detail/63895 (that has
been downloaded a lot more than the ones uploaded by the same time).
About submitting already existing clipart, maybe there could be a hint like
"before you upload, search if there is already a similar clipart" or
something like that.
