[PATCH] drm/amdgpu: add check before enabling/disabling broadcast mode

Due to new vbios security policy change and lack of backwards
compatibility interface, hang will happen when data fabric updates
clock gating on vega20. So add one check before processing data
fabric broadcast mode to bypass this on vega20.
