To be more accurate, when security violation happens, DF is in risk to stop working. The direct access to mmFabricConfigAccessControl should be prevented from VBIOS #55 and onwards.

Due to new vbios security policy change and lack of backwards compatibility interface, hang will happen when data fabric updates clock gating on vega20. So add one check before processing data fabric broadcast mode to bypass this on vega20.
