The disable process of CGLS is dependent on CGCG now. Align with windows code, seperate the dependency between CGCG and CGLS and it will reduce confusion when debug CGCG/CGLS related issue.

<> After entering the condition, you could just do an initial check here for if (adev->cg_flags & AMD_CG_SUPPORT_GFX_3D_CGCG) and return if the device doesn't support it. Otherwise proceed with the rest of register reads and setting appropriate values. Same for gfx v9 also.
