GCC 4.9 requirement

Hi,

I plan to bump GCC requirement to 4.9.

I plan to make more use of C++11 features.  There are backports of GCC 4.9
for most Linux distributions, which I'm documenting on
https://github.com/apitrace/apitrace/wiki/GCC , so no point in dealing with
the missing C++11 features from earlier GCC C++ / libstdc++ versions.

I also made a release (7.1), so people that need older GCC can also use
that.

Let me know if this is a showstopper for anybody.
