[avahi] stopping printer discovery

I understand that Ubuntu now uses Avahi to discover printers.  The
advice on the web regarding CUPS and preventing multiple discoveries is
therefore now out of date. So, my question is, how do I stop printer
discovery from messing up my print server?  I have a simple home
network, with two printers attached to one machine by USB.  Yet
according to Ubuntu I have four printers, none of which work correctly.
When I delete them they keep reappearing.

What I want is to set up and test my printers on both the server and on
remote linux machines, and then have everything left alone unless I
choose to make a change. 

I think what I need to do is turn off discovery. This should not be a
problem for remote devices as I know the IP addresses and how to set
them up.

This ought to be a really simple configuration matter.   How is it
achieved in a Zero-config system?
