[cairo] Linking to Cairo 1.0.2 statically (Win32)

Have a look at the bug I've entered week ago:

It's about that. There's a patch / proposed function for static linking. 
Moreover one win32 mutex is uninitialized in win32 build... which makes 
in some situations access violations.
