[cairo] Analog of GDI+ Windows library for Mac OS and Windows

Hello.

I need to migrate program from Windows, to Mac OS.
Program uses GDI+ library for displaying vector and raster graphics
(antialised bezier curves, lines, bitmaps).

My questions:

1. Can i use cairo library instead of GDI+, so that
program could be compiled both for Win 32 and Mac OS?

2. Where can i download cairo versions for Win32 and Mac OS?
