[Clipart] Website bug report

Hi

I made some screenshots that show what seems to be a css bug in the 
rendering of the first page of www.openclipart.org (specifically the file 
upload form) in Opera and Internet Explorer. I'm not sure why this is in 
such a state though. Opera takes forever to bring up the page :( Is 
someone working on the css presently?

NB. This is not a new bug... Been there from the beginning of the file 
upload form, I reckon.
