[Clipart] Announce SVG::Metadata 0.17 release

I've updated this on the server
/projects/clipart/lib/perl/site_perl/SVG/Metadata.pm

Consequently, upload_svg.cgi now should have the benefit of this
change, meaning that if people upload images created with Inkscape,
which have a comma-separated list of keywords, it should work.
Someone should test this, but it should work.

Keywords supplied in an rdf:Bag or specified at upload time should
still work just as before.
