[Clipart] rescued files

I see that the incoming folder has been cleared for release 0.13,
but the 170 failed files that I rescued were not included.
They are in these two zip files:

  http://openclipart.org/repaired-1.zip
  http://openclipart.org/repaired-2.zip

As I said in a previous post, I couldn't put them in incoming
because I don't have write permission there.
