I think the main thing is to make the page better for newcomers.
With this in mind, here are some suggestions:
* Remove the list of incoming clipart, as you suggested. There should be
a link to the incoming page in the sidebar.
* Remove the news. Instead, have a separate page for news, and link
to it in the sidebar.
* Remove the Google search. This is confusing, and anyone who wants to
search openclipart.org using Google can do so using Google directly.
* Remove the screenshot. Speaking as someone with a dial-up connection,
this is just plain annoying. There is already a link to the
screenshots page in the sidebar.
* Remove the submit form. There is already a link to the submission
page in the sidebar.
* Have a somewhat more detailed description of the site, rather than
just the two short paragraphs we have at present. This extended
description should also contain links to some of the more important
pages for newcomers, such as the clipart browser, download page,
submission page and incoming folder.
