Because there are plenty of files that are logged under Anonymous, that
might be asked to move to the proper author. There are three requests
specifically to change the attribution from Anonymous to a certain author,
who have since created accounts.

My preference is that original authors do the work themselves. They upload,
they can have attribution. However, some of these clipart cannot be shifted
over to another author. Niether have the author done so themselves. So who
can?

https://bugs.freedesktop.org/show_bug.cgi?id=7689

https://bugs.freedesktop.org/show_bug.cgi?id=20248

Perhaps it is too much power for a librarian to do so. That's one of the
trade-offs for this kind of tool. Admin only tool? but I know how much work
admin's have to do. I'm thinking up ways for admins to do less work.

It doesnt matter to me if the idea is rejected, however I believe I have
good reason for suggesting it. So I would like good reasons for rejecting it
too. :-)
