For most of these, the problem will be that there is no account to  
move them to.  That may be what killed those past requests.  We told  
them to upload the files to the their own accounts and then we'd  
remove them from anonymous.   No response despite direct contact with  
the requesters.  And this over ONE file.  If it is so important that  
their clipart be attributed to them, you'd think the time involved in  
uploading one file would not be that much to ask.
