[Clipart] OCAL 2.0

Hello everybody,

as you might noticed we stopped www.openclipart.org for the upgrade to the
new version of ocal, which finally worked (not100%) but we are asking your
feedback and bug reports to finish the process and remove the word (BETA).
we changed the DNS of openclipart.org to point to the new server and this
process might take up to 24 hours so please until the change happen visit
ocal on http://testvm.openclipart.org/
all the old user accounts and cliparts are imported. but if you are having
any issues please report them on https://bugs.launchpad.net/aikiframework or
by email on the list.
you can also upload cliparts to the new site while it still under testvm.
