[Cogl] [RFC] wip/cogl-2.0

I didn't want to send the patches to the mailing list since they are
pretty huge (-10,000 lines :-) ) but I've pushed a wip/cogl-2.0 branch
with a few patches for review to kick off the 2.0 development cycle by
starting to build a parallel installable libcogl2.so library and
dropping some of the big 1.x apis that we had planned to remove for
2.0.
