[Cogl] Cogl introspection branch

Okey, thanks for rebasing these; I spent a bit of time looking at these today.

I ended up making some updates which I've pushed to two new branches
wip/rib/introspection (based against master) and
wip/rib/introspection-1.18

One thing I changed was to avoid the COGL_GTYPE_DECLARE_TYPE macro to
declare the _get_gtype() prototypes and instead just added prototypes
with some basic gtk-doc for the apis.

I squashed all of the patches into one because intermediate points in
the series didn't build for me.

Sorry, I haven't been able to test these so far since I haven't
applied your patches to gjs so it supports fundamental types yet.

I hope we're pretty close to being able to land these changes now, but
it would be great if you could review the updated patches I've pushed
and test that they work for you.
