[compiz] 'On Top' grayed out

I just did a git checkout of compiz from freedesktop.org git server. I
noticed that when I right click on the window manager, 'On Top' is
grayed out. Is that a known bug?
Is there a patch for fix it? If not, should I report it as a bug?
