Yes I did look at extrawm, but i thought I'd put it where the
existing window operation key bindings and the mouse raise/lower is.

I'd tend to agree, as they are basic window related operations for a
window manager. In theory then those ones in the extrawm
plugin sounded like they could be in core.
But then on the other hand, with the current compiz we have resize
and move being a plugin, arguably most common window operations should
be a plugin too.
In case of raise/lower, for example, maybe we could have a plugin
that deals with windows stacking/layering.

Yup. Command is definitely worthwhile to be a plugin. And personally
I think it's a bit strange with the existing "Run terminal command" or
"Screenshot command".
