[CREATE] spam blocking tactics for mediawiki

The error message I get is now :
Your IP address has been automatically blocked because it was used by another
user, who was blocked by Prokoudine. The reason given is this:

If you could disable the IP-blocking address system, the one from wikipedia
seems completely broken, as in the previous messages it said my IP was
127.0.0.1, and second point because of dynamic IP, you can never know if the
IP used by a spammer isn't now used by a non-spammer.
And if someone who can edit could at least remove the spam on the OpenRaster
page : (I am a little bit ashame to give away that link...)
