I like "Create Foundation" a lot myself and all the arguments sound good. But
I would really prefer not to ask the Gnome Foundation (or KDE e.V...) for
help. Having this foundation associated with Gnome would send the wrong message,
I feel.

The software conservancy is a very good idea, though.
