If you are expecting a code of conduct to be a stark list of "don't do
this" items then yes, it doesn't look like a code of conduct.

I see little to no redundancy.

On the other hand, attendees are smart folks and will react better to
a reasoned argument than a bare list of forbidden practices.

The wording is pretty carefully done to guide towards appropriate
behavior and mechanisms for handling conflict.
