[PATCH] updated bus name releasing patches

Attached are three patches to the spec, the bus/library, and the Python
bindings to add a method to call to release bus names, or leave the
queue for taking one. There's no test code in the patch because there's
nowhere to put it in the tree at the moment, but I've verified it works
correctly via the Python bindings, and J5 has patched these against his
bus name request rework, and tested the function via his test code there
too, with the expected results. It would be nice to get this in place
because it's a pretty clear oversight in the spec.
