[PATCH] First pass at finishing the last major feature on the TODO list (RequestName)

The TODO item:

 - RequestName flags seem a bit strange; see the docs for
dbus_bus_request_name()
   and think about use cases in better detail.
   Proposal on list:

   Kind of a major API change, but seems high-value.

I just quickly pasted the link forgetting what the content was.  The
patch in that link has the spec change that discusses what was needed to
be implemented but then so does my patch ;-)
