Running `ps ax` I see "devkit-disks-daemon: polling /dev/hdc /dev/hdd". If I kill that process I am able to open the dvd drives and use them without problem. Please let me know what you need to debug this.

libata was in place however having CONFIG_IDE set to yes meant that my IDE devices defaulted to using the IDE drivers instead of the SCSI drivers. I set it to no, recompiled the kernel and modules, and now everything works correctly (as SCSI devices).

Thanks for the help.

The package for udisks currently hasn't made it to unstable in Gentoo let alone stable. I'll forward this to the maintainer. (Maintainer, this is pulled in by (gnome or libgnome or nautilus) -> gvfs -> gnome-disk-utility -> devicekit-disks so is rather difficult to avoid and extremely severe.)

Perhaps it was deemed easier to locate elsewhere?
