Would you be keen on such an extension to UPower? How exactly would
you see this fitting in with the existing stuff - would it be a new
device kind??
Any more of an idea you could provide on what you have in mind for
this few hundred lines of could would be great and I'll see what I can
get together?

Indeed, I was more thinking about the backend first then the front-end
would be easy enough - Ideally I'd like to use g-p-m since we can take
advantage of the idle time tracking and simply apply the same policy
to the keyboard backlight as we do the screen backlight (i.e. dim if
idle etc) to make it all nice and integrated and seamless.
