Block device vs disk device and interfaces

Why do disk devices show up as both a block device and a disk device? Shouldn't there be one object that just has both interfaces? I would have thought that the block interface would be the place to add support for runtime pm so it would work on disks and raid arrays, but it seems that the disk objects don't have the block device interface.
