Why aren't there more distros based on Debian stable?

Hi!
This is the wrong question, the question should be "What can
distributions based on Debian Stable offer what Debian stable doesn't
provide?" - and I can't think of anything which would justify a new
distribution.
However, basing stuff on Debian Testing provides a value (more recent
software), and therefore many people use it.
Conservative people with servers will not use $debian_derivative if it
doesn't provide something they don't already have. There are some
efforts like SolusOS, which is based on Debian stable but provides
more recent software. Approaches like this might add value for some
people and are thefore used.
