GDS, GWS, and OA are on chip shader resources that can be allocated
similarly to vram or gart.  GDS is the global data store on the shader
block.  It's basically global memory that can be used by wavefronts of
a kernel on all compute units.  GWS is a global wave sync resource
(sort of a shader semaphore) and OA is a ordered allocation resource
(basically a special counter for handling wave ordering).  See the ISA
documents for a more extensive description.

On older asics, these resources were statically partitioned per ring
by the CP.  On newer asics, they are mapped into the clients virtual
address space.  We decided to use ttm to manage them like other GPU
resource pools since they are basically another resource type.
