So I think I've tracked this down

LLVM GCC 6.3.0 & Mesa GCC 6.3.0 Works
LLVM GCC 6.3.0 & Mesa GCC 7.1.0 Broken
LLVM GCC 7.1.0 & Mesa GCC 6.3.0 Works
LLVM GCC 7.1.0 & Mesa GCC 7.1.0 Broken

I'm not sure why compiling Mesa with GCC 7.1.0 breaks 32bit rendering on just
radeonsi

GCC 7.2.0 is released in a week or so, I'll retest then
